What's supposed to be east of the old north church? I went there and there is nothing. Does that have to do with a quest later on? like Work with RR and then it will show up?
For everyone that still have no color on the pip boy, go to the Data folder on your fallout 4 game directory, type .ini on your search bar, look for bPipboyDisableFX=0 in every .ini file and change the 0 to 1
So the these arrows are pointing towards the thing they indicate? I got confused and was going right on top of the marker and couldn't find what I was looking for but now looking at it, it appears they are pointing towards it rather than right on top of it, correct?
When you discover the location, the icon for that location will pop up, and the arrows point towards that location icon. It means that inside that location or around that area you will find the indicated items.
for those using vortex and have a monochrome pip boy and dont have the customini lines previously: right click this mod in your load order, go to file location and open the .ini for this mod, if it looks like this:
[Pipboy] bPipboyDisableFX=1
change the 1 to 0 and save the notepad file. this should fix things assuming you dont have other map mods loaded before (this is the only map mod im using and fixed the issue for me)
It's supposed to be 1 to turn off colors on the Pip-Boy. If you put it to 0, it will not display color like the vanilla game. If this mod is last in your load order and wins all conflicts (meaning there is no other ini file ovewriting it that has this line set to 0), it will always show the Pip-Boy in color regardless of what other mods you have installed or what is in your config files.
1 means you disable the FX, meaning your Pip-Boy screen gets colored. You said you turned it back to 0, which turns the vanilla monochrome back on. The mod's ini should just stay the way it is and you will have a colored Pip-Boy. The only thing that can overwrite it is another mod, with an ini that turns this setting back to 0. If you turned this mod's ini to 0 and you got color, something is wrong with your load order.
On the completionist map, there is a magazine marker pointing at the "Campus Law Offices" (which there isn't a magazine there). After a bit of looking and internet checking, is this supposed to be pointing at the Institute (once it's discovered)?
Looking it over, it is pointing at Campus Law Offices and there is indeed no magazine in there. The institute is one of the 2 markers below it. I will add it on the list. Thank you for letting me know.
Edit: It's already on the list. Someone already reported it before. It will be fixed at some point.
The included ini overwrites what you do in fallout4custom, so it doesn't matter if you already changed it. You don't have to do anything, but install the mod. If it's not color, something else is overwriting it (higher in your load order, then this mod), probably another map mod or pip-boy related mod. You can test this by putting this mod last in your load order, then nothing can overwrite it and it should work.

No, pip boy is white no matter what is selected in 980+. All of it. The text of the pip boy, not just the map.
