Start Me Up (redux) players can actually do without this mod as they have the fate of the Vault-Tec staff that got out of 111! If you care to not have the clothes, it can be assumed that they were in fact taken by the surviving rebels to 111 refugee base (South of Wicked Shipping) and the clothes were then taken in turn when the ladies that had sheltered with the survivors bugged out. I say "bugged" as a stealth spoiler, by the way...
I mean on one hand you are right, but on the other hand there are other pre-war clothes around, and in places where moisture can get in more easily. Even in Sanctuary, in half-destroyed dressers where sun and rain and snow can get to them. So I assume they made things to last in the world of Fallout.
The endurance of Pre-war items a full 210 years in the game is... insane. So why not the clothes? Seriously, why not? The scrap returns are ridiculous because Bethesda but they had everything from decently sealed Abraxo to Fancy Lad Snack Cakes with an expiration date of "Never". This is even lampshaded in the opening section if you open the pantry and look inside in the House of the Damned, er, Future.
This plugin contains records that have FormIDs outside the valid range for an ESL plugin. Using this plugin will cause irreversible damage to your game saves.
Honestly I only recently found LOOT because I never remembered what the acronym stood for. I got the same message and pulled the recent ESL versions as well as leaving a warning near the top of the mod page. I didn't know what ESLs were, other than "smallish mods that let you have more plugins" and as a result I released a bad mod, if you have already ran the game with the ESL version I apologize. The good news is when I realized this I removed the ESL version from my own game and haven't had any further issues. If you haven't please use the ESP instead.
Loot has... issues. There are mods out there (particularly the now-abandoned Diamond City Expansion) that make fun of depending on LOOT for your ordering as it'll take mods specifically meant for the bottom and stick 'em on top.
Are these clothes all available in the contraption dlc? I've found this rose dress using auto-loom factory. Are there any clothes in this mod that can't be found anywhere in the postwar world at all?

Unfortunately, I don't know how to do textures, scripting, or really anything involved in modding more complex than adding things to music tracks or worldspaces. But that would be excellent.
