So the bombs just fell, and you get to Vault 111 in time. The scientists give you a vault suit and tell you to change. At which point your clothes (and your neighbors') are immediately forgotten about by the game. Seriously, did Vault Tech incinerate them? No more!

Changelogs
Version 1.2.1 (all)
Not all my changes saved. This adds back in the second box in the proper location.
Version 1.2 (all)
Fixed the elevator.
Version 1.1 (all)
Turns out there is a maximum amount of things that can spawn in a container, so I added another container, and that container has the missing denim dress, as well as the random spawners, which are now prewar clothing spawners (I didn't see that option before)
Version 1.01
(ESL only) Followed actual instructions for converting this time, instead of using Wyre Bash. If it didn't work before it will now!
Version 1
Uploaded the mod
Now with visible elevator!
I removed the ESL plugins because LOOT informed me they are not safe. Do not use the ESL flagged version!!!
I went to the wiki and placed the clothes Nate, Nora, and all your neighbors had (yes this includes the flowery dress) in a metal box in the vault overseer's office. I also added a bit of random dresser loot to simulate other junk people might have brought and a chance for the other neighbor's clothes to show up. Oh and I also added a pair of black rimmed glasses because I imagined my character having those glasses, and there's already a pair of eyeglasses in the vault anyway.
Should be compatible with most mods, definitely compatible with Alternate Start, because I tested it with that. Available as ESP and flagged as ESL!
If you want more types of flower dresses available, or if you want your male characters to be able to wear them, check out this mod by YetiWithFlamethrower: https://www.nexusmods.com/fallout4/mods/14573
