The binoculars are a mod. They can have recon scope capabilities or toggleable night vision, and there's another mod for the binoculars mod that allows you to call in artillery strikes instead of carrying around the smoke grenades. All in all, pretty useful if you like scoping out a place and/or using artillery strikes.
