I don't use that mod but if it adds new NPCs (the Orphans) then the voice records will be contained within. It may be they don't have voice files to match the dialog so the mod author just went with silent.
Pass, I honestly can't remember all the combinations of Better Settlers, it's been quite some time since I was digging into the issue and I'm afraid I don't even have FO4 installed. I would say though, if your Far Harbor settlers don't talk weird, you're fine.
As I've mentioned on a comment below, CCAP incorporated Clean Faces changes by default, so I've just accounted for the combinations in the original mod in the fix.
If you wanted to you could also get to grips with FO4Edit and do a patch yourself by comparing my plugin and the original ones, it's not that hard once you get your head around it :)
Thank-you for taking the time to figure out those weird settler voices in Far Harbor, it's always bugged me. But I'm at a bit of a loss as to which esp to use of the 3 you have available. Because, while I always use the CCAP for Better Settlers, as well as the Clean Face Pack, I'm probably going to have to go with the default "dirty faces" this time, as, according to several posts on the BS page, there is a conflict with the Clean Face Pack (but not the dirty) and with the newest version of UFO4P that cause CTDs when loading a save. I personally, don't know for sure, just going by several postings on the BS site.
So, it I do use the Dirty Faces as well as CCAP, which esp should I use, if any? Sorry for the long explanation.
The CCAP patch incorporated changes from the clean face pack into the settlers it changed, so it cleaned their faces as well as assigning community assets. From what I recall this only affected one of the NPCs I had to change the voice type on, and the conflict with UFO4P was with a settler from the base game, not Far Harbor, so my ESP doesn't contain that record.
Essentially, use the CCAP one if you want CCAP styles.
You might want to note in your description that your plugin files are already flagged as light (well the one I downloaded is -- clean face pack and CCAP plugin) because you are almost certain to get questions about that. Cheers.
Thanks!!! This was a very annoying bug, and it seemed to mess with the audio play back in general as well. Especially, after it played one of the audio clips that was all distorted.

I changed the voice type record - I did not change any of the English audio files.
If the voice type is translated into the language it should work.
