While Minutemen quests like "Greenskins" or "Ghoul Problem" might seem like they already choose a settlement at random, careful examination of the quest record in FO4Edit revealed that they actually choose the closest settlement (that isn't already involved in some other quest). This can lead to a cycle of quests only involving Greentop, The Slog, County Crossing, and Finch Farm, with further away settlements like Somerville or Warwick apparently being overlooked by the hostile factions, which is unimmersive.
Additionally, due to incomplete matching of keywords, most of the non-pre-settled settlements were also being skipped for these quests, even when there were settlers there. The two odd exceptions to that were Outpost Zimonja and Sanctuary, though the latter probably requires one or more regular settlers, not just Preston's group rescued from the museum.
This mod addresses both problems, so the settlements involved in Minutemen quests should be more evenly distributed instead of cyclic, though Graygarden and The Castle still have properties set that prevent them from being part of repeatable quests, even after claiming them.
Also, this includes a few details from "Keep Commonwealth Radiant quests within the Commonwealth" by rylasasin - the dungeons the settlements send you to will always be in the Commonwealth, and it only allows Commonwealth settlements to be chosen (though since it tries to find the closest usable dungeon, it isn't clear whether Nuka-World or Far Harbor dungeons could really be selected without the extra condition)
