Just coming on here to post a thank you. I had already built a large concrete indoor structure and I wanted to make a level with stores and a bar just to find out that I couldn't cause this settlement is 'special'. This seems to fix that and open up all workshop options again, so thank you very much!

I wish I could remove the requirement for the area to be cleared. I started a new game and sided with the minutemen. Now I can't access the workshop unless I use "V". (Destroyed BOS already) Can't find a way to "CLEAR" the area even though I think nothing is left alive all the way to the Police department. Not the end of the world but I thought it's worth mentioning in case someone else runs into this.
This is old, but you could've gotten banished from the Institute while still on good terms with the Brotherhood, either by killing a named Institute NPC or warning the Brotherhood about the Institute's plan at the Mass Fusion building after speaking with Allie Fillmore. But also, if you're enemies with the Brotherhood, the workshop becomes available once you're done wiping them out.
Thanks for the mod, the airport with its big flat surface was one of my favorite places to build and my most creative settlement to date. I did the MM ending with all factions but the Institute still alive and I can now RP the airport as my MM and BoS trading hub.
On side note I did have a mod conflict with Satellite World Map Mod. Once I DL this mod all my map markers were way out of place. Once I disabled the map mod everything returned to normal.
It was confusing at first, but if you progress in the BoS plot for the main quest (i.e. don't side with the other groups, go BoS for it), eventually it makes sense why its limited and why there is no supply route (rather, why it already comes connected). They don't explain it at the time and open it up much sooner than where it actually gets used.

Its only meant as a place to build the components for the big robot that is being stored/built in the warehouse which is right through those doors connecting to the "settlement."
Would have made a lot more sense, and I wouldn't have spent so long building an elaborate shanty town there...
