Your esl version still lists itself as a master file for itself. EDIT: Consider this a dead mod. It doesn't work and hasn't been updated in almost three years.
Reviewing this .esp in FO4Edit, for some reason it makes edits to a large number of Worldspace records other than the specific records only relevant to the stairs in Zimonja. I'd therefore suggest great caution before using this mod, at least in its current state.
You may also want to update the navmesh and add a precut mesh to the ladder. As an object that is not scrappable in the vanilla game, it doesn't have one and thus leaves a pretty significant gap in the navmesh (i.e. a "hole" that NPCs will avoid). Precut meshes (that exist on all objects that are scrappable in the vanilla game) are blocked navmesh sections on the ground below an object. NPCs will avoid them while the object is still in place (i.e. they will navigate around them; occasional Ai problems where NPCs run into everything taken aside). Once the object gets scrapped, the precut mesh becomes unblocked, so you have a full and functional navmesh in that place.
New file versions should hopefully have fixed precombines now for both the esp and esl files, this is my first time regenerating precombines so hopefully it has worked.
There is also the structures and concrete platforms across from and under the workshop that for some unknown reason are no longer scrapable or removable by console. They used to be some time ago but for me they no longer are. Glad you did something about that ladder though. I quit messing with this location once things were no longer scrapable.
Once I have finished sorting the issues with this file (still need to get the precombines regenerated) I will definitely look into the structures and platforms around the workshop to see if I can get a fix for them.
Sam - thanks for doing this, it's been one of those annoying things that's been around for years I just kept ignoring thinking it was unique to my installation and all the mods I have installed since I didn't find any complaints by others.
I haven't really been affected by it as it only happened to me when I got my PC but it is a really annoying problem when it does happen and surprisingly no one had made a mod that fixes just this problem without altering the entire settlement so I thought I would share the fix I made.
I am working on regenerating the precombines but the creation kit gives me like 1000 errors every time so it is looking like it will take longer than I thought, it is the highest priority I have just now so hopefully an update should happen soon.
I've never had a problem removing them (luck??). Just click on the stairs and type disable through the console command, hit enter and they are gone. I also use the Place Everywhere and Scrap Everything mods. Just highlight and scrap them.
I usually don't have a problem with the stairs but I did of a problem a while back where the console would select everything but the stairs and place anywhere and scrap everything mods didn't work either.
I guess I've just been lucky then as I have never had problems but it seems there are many that have. It was good of you to make a mod to fix the problem for those that do.
