It's a shame M150's doesn't have paints and if the Institute paint went on more than just X-01 I would say one mag per model.

The Institute PA is added to 3 of the NPCs inside the Intitute. 2 are patrolling and 1 is standing guard infront of the SRB. Usually outfits change asap when you install a mod and change right back when you uninstall it. I don't know how PAs work in this case though. If you don't see them wearing PA in your game then most likely because you've already visited the Institute before and these NPCs have already been generated without PA.
No, the PA isn't connected to any leveled lists (loot pools). I was planing on adding it to Synth encounters, in which case you'd be able to loot parts if you killed them, but so far I have been too lazy for that. :)
Personally, looting it off of encounters is something I've been waiting for. Some occasional Gen 3 synths in Institute PA in patrols would be amazing. ...though it would probably mean needing some Institute-appropriate heavy weapons for them to carry.

Does this mod add the power armor to NPCs or the level list? (I ask because I see it in your screenshots)
