I like your City Plan very much, but unfortunately I have a bug with the City Planer tables. There are three of them and each has a mistake, but I think my pictures explain that by themselves.
I am a BIG fan of the clean and simple series, and don't see enough plans that use them.
I AM able to use many plans, although occasionally I have to make some adjustments (like in oberland) but am really looking forward to plans that embrace this awesome mod.
Occasionally I have to make some adjustments when using other settlement based mods, but for the most part - I don't use them - after all, the is the whole point of clean and simple - so I can build my own settlements.

Yes, what he said. I am SO over scrapping every little thing. I'm still downloading the soft requirements for your city plan, but from what I've seen so far, it looks great. I hope you continue with other settlements using the Clean and Simple mod. Oh, and I also have the houses not going away issue. Not that is much of a problem scrapping them, just had to look at your screen shots to see what houses not to scrap.
do i need start new game im using everything but we are minuite men but most stuff floating in air houses are half way off the slabs am i doing something wrong
Hi, i have the same problem, i spended all my day twiking my mods to make CAS work well, and when at last get worked, the city plan dont remove the old houses, so the lots are clipping everywhere i cant scrap the houses manualy because CAS have problems with Scrap everyting mod,
Edit: Could you tell us what Scrap mod you are using?
Place a City Planner desk, then click on "manage" on the desk. There's an option to "add city plan" (or something along those lines), and from there you select which one you want.
Im not a fan of using the clean and simple mods, not because they are bad but so many other mods have little bugs when used together, I'm guessing if I don't use it I will have stuff floating etc ??.
It's possible, I haven't tried it without CaS but I've had problems with things clipping into the ground and/or floating when using "vanilla" plans on other CaS settlements. It's not game-breaking though and can easily be undone by removing the plan or applying a different one, if you'd still like to try.
I think thats correct, unless you move it all to the workshop. I've not much experience with SS2 at the moment, but my memory from SS1 and the city plans was that when you change the plan it 'clears' all items from the settlement, to a vanilla state so that it can implement the authors plan. I'm assuming SS2 will operate the same.
I do miss the multi level city plans from SS1 though.
Personally, I have one settlement I assign to never change, where I build all my own stuff after the city plan has finished developing, and the rest I leave to SS to deal with, so I can change the plans if I feel like it.

Edit- You should also just be able to scrap the houses in workshop mode if they're still there
