I may have found the issue but I have not modded any Bethesda games but will look into it. I do want to ask the author of this mod, if I did find the fix may I upload the fix and get this mod working again.
Edit: So after sleeping after posting this I went ahead and go back in the creation kit and found out that there is a fix and easy but lots to do is that they need require components to be able to place them. I am not sure why he is saying he could not replicate it and it could be he using another mod that let him place it or he was in god mode at the time.
I am working on a fix version of this mod and it may take time but I understand how he did it and I will start it from scratch and make it as a part by part mod and will try to find out how to work with Fomod program. main reason for this is that not all players have the some or all DLCs.
This has one requirement, which is, based on pages of bug reports, a save game destroyer and vanilla textures problem. This is a non-starter as much as I'd like to use it.
I mean... you could just not build SOE and then you'll have no issues I'd think. Very clear menu when entering SOE content. This only shares some textures so if you only use these lights on not stuff from SOE you should be fine. SOE is actually fine though. I'm sure poor PCs might s#*! the bed opening the workshop menu but for the most part I've never had issues.
I already have a mod that adds "isolated power connectors", but the "wire-powered lights" are SUCH A GREAT THING! Finally I can do some proper lighting setups for my settlements!
