Thanks. I haven't noticed any problems, other than the usual standing on the roof thing they always do. All the stairs are snapped on, so no broken paths due to modpos. They seem happy with the stairs and can get to all the job posts I added.
They did tend to hang around by the settlement's workshop for most of the time that I spent building, which is why I put the bar out in the open.
I don't worry so much about how the settlers get about while building, it's all about looking good with no ugly clipping or floating structures. I only actively check that my character can get through doors and up/down stairs.
The NPCs will try their hardest to make a mockery of any attempts to make them behave.
