   I just want to be sure before I potentially mess up my game:
   Are these ONLY for PS and XBox? I'm on pc.

      You will not mess up your game, this is the PC copy.  They just, are not new custom textures.

   Honestly would have been cooler if it wasn't just the literal deathclaw texture/material map plastered onto the Deliverer.

   so you can change the legendary effect on this weapon? or it adds a second effect?

      Each skin has an effect on it. If you have a mod that adds Legendary effects to that slot, they will stack with the new skins. {2 star weapons}
