A modified version of Encumbrance76 by TaeHyojin, this mod aims to allow the player to be overencumbered but still move at full speed, but with heavy penalties to balance it out.

This is technically a port of a modification I did for New Vegas using IStewieAI's tweaks mod, except I made it by modifying Encumbrance 76 by TaeHyojin.
This mod aims to fix some issues I see in being overencumbered in Fallout 4. When you're overencumbered in Fallout 3 & New Vegas, you're forced to walk, and thus obligated to deal with your encumbrance immediately. In Fallout 4 and 76, you can use AP to run for a brief moment (in 76 this is default behavior), however I still find this unsatisfactory because you ultimately just fall into this annoying loop of running for 5 seconds, then walking until your AP regens, then repeating.

So, here's what this mod does. When you're overencumbered:
- You can still run, and it doesn't drain AP
- You can't sprint
- You can't fast travel (this penalty is removed at rank 5)
- Your AP regeneration speed is reduced by 75% (this penalty is reduced by ranks 3 and 4)
