This article provides a reference of the settings that can be changed in game. To access the Settings menu use the Data Encryption Channel item when you do not have binoculars / designators equipped.
The Data Encryption Channel item should be craftable at the Chem Station for one steel. This will allow you to craft the item, access the settings menu to skip the fire support requirements should you wish to do so.

Designate Target - exits the menu and equips binoculars (if in the player's inventory). Targetting an enemy within a set time limit will provide the fire support selection menu (if more than one type of fire support is available).
