Could you make a version that makes it so they can't break, require no fusion cores, but are essentially like very nice heavy armor? so basically like old power armor, but with the new modification system and UI.

Move NMM very, very far away from Program Files. I really have no idea why NMM doesn't come with its own permissions, but installing it in, say, My Documents, can fix a lot of problems before they happen. Its because of this that simply running as an Admin doesn't help very much.
If you don't want to move it (don't say I didn't warn you) you can just change the permissions of the NMM directory yourself for essentially the same effect.
Awesome, finally someone made a proper PA balance mod.
I feel the same as the MisterMaximvs, and since I finish my 1st play though I haven't touched PA in game, as they are to much of an advantage. Before you ask I play on very hard/survival with full on melee char. No sneaking nonsense just run into the middle and start killing sh*t.
Now I may consider using some more supporting armor pieces as wearing PA will make up for the defense.

Do you mean Health (Hit Points)? They are still like Vanilla.
