instead of making the weight zero, how about finding a way to remove quest items like regular gear. so we can store them in containers and come back when they are needed, if at all. its a suggestion. not sure if it can be done.
Afaik that is impossible due to engine limitations. It's something that's hardcoded by the game's framework, and has been since Bethesda started using the Gamebryo Engine to make their games on.
The only pseudo-solution would be to go over each quest, check all of the item aliases, and uncheck the "quest item" box on any that have it. However, that data flag is there for a reason, and this could result in any number of unforeseen bugs rendering quests impossible to complete, etc. :/
