Sounds fun. The image seems to be the poison damage icon so can I assume that the cryo damage is some hidden special damage for just bugs only? Is it capable of being legendary?
After finally spending some time with it that yes, the bonus cryo damage is just for bugs and Mirelurks. Can still kill and freeze a Raider Survivalist, a bunch of Super Mutants and a feral ghoul (but needed a ton of ammo to actually KILL them without melee bashing) and should, in theory, do about nothing to robots since poison damage does nothing to them, so it's like a really poor mans Cryolator mixed in with minor poison damage with the Exterminator's legendary on it cranked up to eleven.
Now, I have fought enough legendary enemies to confirm that you can't get a legendary version of it (so far) and I could have been a jerk by using console commands to add in a Legendary Effect on the weapon, so the no Legendary Bug Killer is true as best as I can tell.
In terms of Balance, against human's, Super Mutants, feral ghouls and animals, it's somewhat fair due to the freezing effect, yet low damage, when you're SOLO. Add in a companion and it's a handy close range support tool as you freeze the enemies yourself. Against bugs and mirelurks? Completely and utterly unbalanced. The one mod slot available it had I changed it to the 3000x multiplier and I simply can't recall any requirements nor materials needed for such damage. I could probably set the difficulty to either Very Hard or Survival and stand a good chance retaking The Castle with it, even if they were all somehow legendary enemies.
