Completely missed this post, but yes, the ILS plot should fulfill any standard SS2 Municipal/Caravan sub-plot requirements. Keyword is "should" though, because in my experience SS2 has a hard time finding available settlers to come pick stuff up most of the time I try to use the beacon features. I tried reverse-engineering how that system works a few months ago and still never figured out why.
So in SS2 in order for salvage beacons to work properly a settlement needs a functioning radio beacon and a level 2 caravan station. Will the ILS logistics stations function in a similar manner letting us set and use the SS2 Mark 1 Beacons in order to have scrap/salvage auto-gathered from cleared areas?
I was able able to use Mark 1 Beacons with level 2 logistics stations (I got rid of the caravan stations from SS2). The same should apply to salvage beacons.
