I'm not much of a big scripter myself, but with how many edits are required for things to be compatible, using a script to "inject" the intended affects into the items would actually be more compatible, since all it has to do is run once to inject the effects, which means if any other mod edited the entry directly, it would still load the changes from this mod.
I come from Fallout NV modding, so all of this new-fangled CK stuff for 4 is still alien to me, but it seems like that's the general idea for items to be more compatible. "Dirty Edits" are kind of a thing of the past from what I can tell (A shame).
Does sound interesting though, but with some of the edits I've made to chems myself, I'd have to add in the entries manually via FO4Edit, which I don't mind personally, but some others might stray away if they're using something like Chem Redux which changes the items directly to include the new textures/models.
