Patch v1.4.0 should be used with SS2 v2.3.2 and later. Changes to SS2 v2.3.2 made Where There's Smoke compatible with XDI. This patch is only needed for Gray Matters and Who Can? ASAM! Note: Kinggath may add this patch to SS2 in the future. At that time this patch will no longer be required.
There are currently no chapter 2 records affected by this patch. The adventurous can try Wolfmark's XDI Patch v1.3.6 instead.
I am on version 3.4.5 of the All Chapters Pack. I can confirm that this patch is still necessary. Including (and especially) for the quest "Where There's Smoke", despite information from the mod author implying that Kinggath had updated SS2 so that it wouldn't be necessary. Either that change was reverted, or maybe there's some problem with the NG update.
Without this patch, I got an infinite loading screen when approaching the cutscene while searching for the Gunners. This occurred repeatedly, no matter which direction I approached from. This patch fixed that error.

My guess is this is a placebo effect. This mod does not edit anything related to that part of the quest.
In my latest playthrough on SS2 v3.3.2, it is still required for knowing who you can choose in the "choice" dialog for Who Can? ASAM! and Gray Matters.
I was playing without this patch specifically to see if its obsolete. It is not.
LOOT is regularly updated even in 2024 and is correct 95% of the time. Don't listen to anyone that tells you not to use it at all. That said, you should always look over your Load Order manually after sorting with LOOT to see if things look right, because sometimes it DOES get sorting wrong.
Quest "Who can? Asam!" didn't work for me. The choice dialogue didn't appear with this patch, it only showed Nevermind. Once I disabled this patch the choices were there but it didn't display the names but at least I could choose.
That doesn't quite answer if this patch is still necessary. Just says that it probably doesn't hurt in any noticeable way, if you choose to keep it enabled..
I am not 100% sure it's this mod that does it, but I don't see anything else in my laod order that could affect it imho. When I tell Stodge's people that I don't want to choose a leader and they select Stodge themselves, I can no longer interact with them to progress the quest when I reach the settlement selected for them. I would have to look at it. If Kinggath changed any quest records since I released this patch bugs are likely to occur. I can tell you that in my current playthrough without the patch, the decision options are: 1: ... 2: ... 3: exit 4: ...
Who Can? ASAM! First stage where you need to talk to Sturges. They are just standing around talking with each other, he says throw your weapon on the ground, then they go back to talking with each other. Unsure if it is on this end or another that i need to mod
