Looks and plays great except for one thing. It isnt showing up as a settlement so I can't send anyone to it. I havent tried a beacon for just random settlers but I want to move some people there as well.

Hi, the settlement looks nice, but I had a few issues when trying to build there. It looks like there's only a couple places that I can build stuff on, such as the area at the end of the concrete stairs, but I can't place anything (tried placing turrets and power) on the barges. I also couldn't run a power cable between the generator and turret that I managed to place. Additionally, I couldn't sprint within the settlement, which was a bit annoying.
