I tried to search for the console command myself on the internet, but couldn't find it. However, in-game, if you type in "help gunner 4" (without quotes), the console command for the flannel shirt should appear in the list
Thanks. Anyway, you can either press page up or page down to scroll through the list, or perhaps maybe type in: help "Gunner Flannel" 4 (with the quotations), in order to narrow down your search..
If all else fails, surely somebody will add the console command ID for the shirt to the wikia sooner or later. Or you could just seek out the Gunners yourself. Hope I could help.
Okay, I've just finished the jeans version of the mod, you can find it in the downloads section.
However, it is the middle of the night where I live right now, and thus, I can't get any screenshots right now. Once I wake up, I'll add the screenshots of the blue jeans version of the outfit.
That depends, I'm not entirely sure what your looking for exactly... a greaser jacket and jeans that are clean and leave the textures just the way they are, or something that changes the material and colors of the outfit entirely like this mod? Glad to see you like the shirt, though
Not bad, I like the look. If I can find the time, I'll give it a go. However, I of course, can't add in a scarf, if that's one of the things you wanted
I downloaded it with the NMM and checked the folder in my fo4/data directory and there's just screenshots of the outfit, which might explain why the outfit isn't showing up ingame.

I downloaded it manually, file's there but the folder route is all clustered... You need to start at "textures" you started with a (folder/readme) to (data/screenshots)... and the dds file is not in the right folder, it's in the armor folder and not in gunner. I love the retexure though
