Interesting idea. A good start but the Chinese conversation is rather awful to hear as a native Chinese speaker. There are also translate errors like translating hit a sea mine as hit by a torpedo. But if you are still working on this, I'm willing to help for translate and correcting mistakes.
It is a very good start for overhauling Captain Zao, The voice acting is good, but a bit of improvement in the future will be great.

A holotape that reads "Chinese to English speech recognition and translation program has now been installed to this device, please enable closed captioning." or something similar to explain English subtitles and the sole survivor understanding the conversation would be a cool immersive touch.
That thought struck me too. I guess when the player picks up the pip-boy it should have a holotape already installed named "Diplomatic translation suite installed", which on further inspection states that Chinese-, Russian- and French-to-English translation software has been installed and is ready to be used.
