there is a chance that this would work with them since Project: Valkyrie has Phase 4 An Institute Expansion built into it to some point and it is said that you are able to use both Project: Valkyrie and Phase 4 An Institute Expansion together so that you can have all the parts of Phase 4 An Institute Expansion that are not added into Project: Valkyrie.
I believe in valkyre the institute they use in a different world space than the vanilla institute so you would likely only be able to access it thru console commands

Legions? What freaking legions? I see mostly small squads thinly and strategically placed. I see underhand methods, use of assassination and fear to influence the outside. If the Institute had legions of androids they wouldn't need to hide. They wouldn't desperately need that power quest to achieve their aims, they'd control it all already and simply shoot down the Prydwen as it drifted in. More importantly, those back areas of the Institute are intentional - they are supposed to present a striking juxtaposition, revealing the (sometimes dark and ugly) realities behind the bright glossy facade. Despite all these things being rammed in your faces, many players still largely misinterpret things.
Well maybe, but if the Enclave's original FEV Curling-13 genocide plan succeeded, the entire Fallout story (as we know it) would be over before any Bethesda iteration came along. But if that's how you feel why bother with FO4 mods? Just go back to FO1 & FO2...
Id reinforce the moving conveyor belt request. Without it, the place looks more like a museum than an assembly line, both synths and guns just stand there, otherwise terrific mod.
