Fixed the second rank of "Concentrated Fire" perk not adding the 10% accuracy in VATS.
Fixed the first two ranks of "Life Giver" perk not giving the health regen effects. Now it should also work while in combat.
The paralyze effect from "Mister Sandman" perk did not function properly, so it was changed to increase critical hit chance for silenced weapons outside of VATS.

Reverted changes to Chemist and Medic perks back to Vanilla values.
