   Ah you reminded me how much I loved Burke's letters in Fallout 3, almost made me want to side with Tenpenny.

      Nah it's because I get Burke's letters that way, don't get em if I side with Tenpenny i'd have sided with Tenpenny if I got them both lol

   Haha, I like the idea of having multiple Mister Burkes, all unrelated, but all going about and doing bad in their own ways. Unremarkable, but still noticeable in their actions.
   
   The description you gave- "everyone remembers him, but no one remembers his face" kind of makes me think of "Nobody" from the SCP universe.
