    So I had scrapped things reappearing and went viciously at trying to fix this yesterday. (It kind of sucked.)

    What worked:
    1. Going to an inside area (I was at Taffington Boathouse so I went inside the nearby sewer), and then making a new save.
    2. Exit the game, and disable ALL your mods.
    3. Load up the game, the save you had just made, and then go to the settlement to see if stuff has gone.
    4. Don't save again, but just exit the game, re-enable your mods. (If you want to be careful, you can re-enable a few at a time. I did that and found that nothing seemed to make the bug re-appear.)
    5. After having re-enabled your mods, load up the game and return to your save you made while in an inside zone. Check back at your settlement to see if anything has reappeared. If nothing has come back, you are free to carry on!

    Disclaimer: I'm not a modder or expert at anything other than looking shiz up on the web. I came across someone suggesting going into the Basement Bunker in Sanctuary, making a save, then disabling just Spring Cleaning, loading up the game. Then exiting, and re-enabling. And apparently he would do this any time Spring Cleaning acted up and it would work.

    Also, it may or may not help to put the individual Spring Cleaning .esm at the bottom of your load order. That was one of the first things I tried repeatedly, but it didn't work at all for me. The above method, however, totally did.
