    If you REALLY want to balance the minigun, I suggest you make it impossible to use without power armor. The gatling laser should be, too.

      If you use Better Locational Damage and Optional Gameplay Overhauls it has a setting where "heavy weapons" make you move slowly unless you're wearing power armor.  It's a good balancer.
