not to long, about three days, the ammo files were the hard part, I used some tricks to help the process go faster, like making a file and just editing a number and using save as, rather then starting a fresh file each time.
Just a heads up.. batch files will work both in the game root directory or the Data folder. If you create an NMM installer, it will put them in the Data folder. Since you have close to 1000 files, I strongly suggest you create an NMM installer for easy uninstall. With an NMM install script, you could allow the user to choose options and only install the files they want.
Cheers!

sounds cool, but I have never used a mod installer or manager, I'm not much of a mod maker but I have downloaded a lot of mods for different video games in the past (nearly broke TF2 back in the war-pyro days), so I'm to used to the old school method of just dropping files in folders, and I don't know any other way of modding.
I've tried but it doesn't seem to work, I don't know how to use console commands to spawn unique weapons. You would think there must be codes for them, but since the armor files spawn random levels of armor, I think there might not be unique codes for unique weapons. (at least as far as we know right now; I am totally open to being corrected though)
You can add any unique state to any weapon in commands turning them in legendary weapons. Here is a link. https://docs.google.com/spreadsheets/d/1J9quAMtGK70aptz0t5teqWHGZJ9T9uvJmzNEBJEB36Q/htmlview?usp=sharing&pli=1&sle=true
So from what I can gather from looking at this google doc you linked, you can not DIRECTLY spawn unique weapons but you can make your own DIY unique weapons through some extra console commands.
I'll maybe look into adding an update that adds bat files for the commands that add these legendary effects to weapons.
