wrong. setgs fVATShitchancemult doesn't work. It did in FNV, but in 4 it doesn't do anything and never has. It will accept it in the console command line and say it changed it to 100, but it actually doesn't alter gameplay at all.
If the desired effect is to always have a high hitchance in VATS regardless of distance, the problem is actually rooted elsewhere: The key is in the minspread and maxrange data for the weapon you are using (I did some quite extensive testing in FONV on this particular tweak)
Raising perception will help a bit, but it's a bruteforce workaround, and will not make a 10mm auto hit like a sniper rifle at 400 meters
One little tweak that might prove useful is the fVATSMaxEngageDistance gamesetting (default @ 5000) I'm currently running it at 25000 with a .308 cal sniper rifle for some nice long range shots (low spread / long range weapon needed as per above)
I tried fVATSHitChanceMult 100 fVATSDistanceFactor 0.1 fVATSMaxChance 100 and the vats.esp uploaded here but none worked, only by raising perception did I get the results I was looking for.
