It might be a cool idea for you to use one of those 'lower jet pack AP drain' mods with this.

Known Issue:
The wings/props don't start showing until the first time in the power armor after attaching the Prop Pack.
C'est la vie.
Lore:
Assume the player found a VertiDrone and repurposed it to use as a jet pack, sort of.
