You'll need to get the 2k or 4k skin pack from Niero's Gumroad, it's free, just enter the code from the description, make the tip "0" add a fake email or your own email, it doesn't matter what email since it just gives a receipt which is not necessary to the mod, then just manually add it to the data file or drag the file to the Vortex file dropbox, i don't know for any other mod organizers since i only use Vortex.

EDIT: Not even just for that reason, I'm fine tipping the guy, but I don't live in the US and Gumroad is a scam sit to most people anyway, I can't even get access to the checkout and it's marketed as free but you're forced to put $0.99 USD even if you're not in the US. Literally can't access the skins even if I had a million US dollars.
Just type the code in for free and make the tip "0" then just make up a fake email or your own email, doesn't really matter since it just sends the receipt. For me i put the fake email, but it's your decision.
Is there a way, perhaps a patch, to also include this mod https://www.nexusmods.com/fallout4/mods/16085 ? There is another mod that uses the uniform you use and this other one, but it only affects a couple of the members, not all the railroad. -edit I noticed that it adds it to the railroad LL. I suppose I am not far enough to see that change yet.

For some reason this mod causes me to crash to desktop before the game can load into the main menu. I've already look over the article that talks about what mods will conflict with this, but I still can't figure out what's causing it. The only mods that I have that would affect the railroad is a mod that overhauls the HQ (Railroad Redone), Wasteland Heroines Replacer (removing this mod does not change the outcome), and Settler and Companion Dialogue Overhaul (which I guess affects Deacon?), but I'm not sure how the last mod would cause an issue big enough to warrant a crash to desktop
update: so apparently Settler and Companion Dialogue Overhaul was the source of the crashing
For the future, clothing mods will almost never be the fault of a crash to desktop. Usually that lies with script heavy mods, or a severe mod conflict somewhere.
Everyone changed their looks except for Deacon. Set this mod to load near the bottom too so it should have priority over whatever other mod that might be conflicting with Deacon. I don't have a mod that specifically alters Deacon so I don't know what is up wrong with this. May be some armor or retexture mod with loose files touching Deacon?
EDIT: Nevermind, just saw the instructions regarding Deacon. Desdomona is blonde and has a ponytail which clips through her hat. Why is this happening? Lol.
Deacon changes outfits depending on the location you are at. If you equip different clothing on him, the script breaks and he will stop doing this. For that reason, he has not been equipped by this mod. The Handmaiden mod adds a full set of gear somewhere in Old Town Church. This set has been replaced with the right colorway so you can equip it on him. So if you want Deacon to look like the rest, you can grab it and put it on him, breaking the script and he will stay in this outfit. Or you don't equip him and he will retain his vanilla behavior of changing outfits depending on location. The choice is yours.
The mod does not alter NPC looks so whatever is going on with Desdemona is some other mod. There is an NPC mod active in the pictures, so they will look different in vanilla, but Desdemona is not blonde vanilla so I guess it's some other NPC mod changing her.
As for Deacon, he is indeed kept vanilla because of what the text says. He was changed in previous versions of the mod, but it would break his outfit changing mechanic, so he was reverted to vanilla.
