This program simply won't launch due to lack of two .dll s on my environment. (libstdc++-6.dll and libgcc_s_dw2-1.dll)
Is there any requirements to launch this program?

I don't know if this is the best solution but I downloaded mingw-w64-i686-gcc-libs-10.1.0-1-any.pkg.tar.zst and mingw-w64-i686-libwinpthread-git-8.0.0.5680.0df6b89f-1-any.pkg.tar.xz from https://repo.msys2.org/mingw/i686/ then extracted them and placed the dll files from the ./mingw32/bin/ folders of the downloaded files into the same folder as pluginfix.exe and it fixed it for me.

Any reason why you need the vr file in your plugin order list?

I only use VR and I never had to insert the vr file in my plugin order.

It works fine with out it in my case.

If you use Idle Hands, you will need to add one line *Fallout4_VR.ESM top of plugins.txt

I'd recommend not using loot unless you have less than 15 mods or something small like that. It NEVER sorts the load order correctly and it often just sorts alphabetically (I don't remember having this happen but I heard it happens). I suggest you learn how to sort everything yourself if you want a smoother gameplay experience.
