That's all well and good but I'm more interested in the robotic eye. Or was that from another mod you or someone else created that is possibly deleted? Because without the eye it defeats the purpose of the tattoo. Still it's an interesting mod.
The robotic eye is not an item. It belongs to a set of eyes which you can select in the character creation menu under Eyes. The iSynth mod comes with cybernetic and non-cybernetic eyes. You can access the character creation menu by typing "showlooksmenu 14" into the console (without quotation marks), the short form of this console command is "slm 14". The number 14 is the ID of the player.
Drop everything (including the F4SE folder) into the Data folder and activate the plugin in the Fallout Mod screen (T key) in the main menu. Alternatively, you can use Wrye Bash (https://www.nexusmods.com/fallout4/mods/20032) or a similar tool to activate the plugin.
The 2K version appears borked. The specular map is incorrectly named: it's 'T800_s.dds' when the file it's meant to replace is 'T800 tattoo_s.dds'. Moreover as far as I understand the specular needs to be 1K, as I couldn't get it to load correctly and appear in game until I used the resources you provided to change it.
It's a cool mod otherwise. The standard 1K version works great as is.
Thank you for your report. The issues should be fixed now. Making textures for this game is still fairly new to me and I don't know all pitfalls yet. So I'm glad that people are pointing me in the right direction :)

Edit: I added another image to clarify that you need to click on the Cyber Tattoo category to open the menu where you can assign the tattoo.
@EngineGaming5 It is either problem with mixing resolution(what Selene explained) or you are using Unique Face Texture. As I wrote in the description of the mod, UniqueFaceTexture.esp must be put below/after other mods with tints (face paints, tattoos, scars and so on).

What texture resolution has your face texture? If the tattoo hasn't the same resolution of your face texture, then it's either invisible or you got the brown face bug. So if your face texture has a resolution of 2048x2048 pixels, then you need to replace the tattoo with the 2K version. If you installed the 2K version but your face texture has a resolution of 1024x1024 pixels, roll back to the default version of the tattoo.
