This is what i did and i got it to work. Also you have to go back to the vault (item spawn CC didnt work for me) where they first gave you the suit, you'll find it if you did it right, right next to where you walk off the metal bridge going into the vault.
Step 1: download using NMM, i believe this gives you the file vault suit_d (could be wrong but it worked for me so just go with it ok?) Step 2: go to program file(x86) , steam, steam apps, common , fallout 4, data, textures, clothes, and make a folder "vaultsuit" (keep this window open) Step 3: open another file viewer , open documents, my games, fallout 4, now here there will be a file title "fallout4.ini" (it was just "fallout 4" for me because windows was hiding the extension) right click and edit (notepad will work , if it doesnt let you save make sure you right click go to properties and make sure "read only is UNchecked) here you will find this line sResourceDataDirsFinal=STRINGS\ _ Replace the line with sResourceDataDirsFinal=STRINGS\, TEXTURES\ and SAVE Step 4: go back to the window where you made the "vault suit" folder but go back to the "data" folder and find "vaultsuit_d" move that to your vaultsuit folder and that should do it. Step 5: profit(jk)
Alternatively you can use the new custom ini setup (see below), and I copied the vaultsuit_d file to the new folder instead of moving just to be safe, either way it worked. Thanks for the advice!
Instead of the deprecated modification of the sResourceDataDirsFinal line, you can create a new file called Fallout4Custom.ini in the same directory as the original ini file. Add this to your new empty ini file :

Probably because you used NMM or you used the wrong vault suit. This retexture works only with the CLEAN version, not the dirty one. If you want both vault suit versions to work, simply do this :
Make a copy of the vault suit retexture and name it "VaultSuitFdirty_d". You should have VaultSuitFdirty_d and VaultSuitF_d in the folder.
In order to use it with NMM, you need to :
Download the mod manually
Create folders on your desktop like this : Data\Textures\clothes\vaultsuit. Put the retexture file into the "vaultsuit" folder.
Then right click on the Data folder, Send to - Compressed (zipped) folder.
Now copy the name of the original zip file and replace the " Data " compressed file name with the original zip file name.
Open Nexus Mod Manager > Mods Tab. Click on the green PLUS icon and add the compressed file.
