If you don't download and install all the mods listed some parts would be missing. It's not a big problem for example in the case of the Howitzer, you would have a vanilla one, but in the case of the pool, there would be a big hole in the ground...
It gets to 41% and then it stops building and gives me an error message. I posted a screen shot of it on nexus mods modding help since I cant put one here.
I honestly don't know what could go wrong, but I'll check what version of the requested mods I have installled when I'll get back to my PC...

If it did't show up in your plans: you must have put something in the wrong folder (assuming you installed it manually, since it worked for others). Follow the Transfer settlements mod description word by word (link: https://www.nexusmods.com/fallout4/mods/22442) I mean the importing part... (I don't know if it helps, but it was originally the first blueprint I've exported, so first slot)
