As per comments, added a "Better Balanced" version. Download one of them, not both. The better balanced version makes it so that first 6 bonuses are as they are in the game and the last two bonuses are +1 and +2 permanent intelligence making it a ~20k caps trade for 3 intelligence.
Only gotten the first three effects as I haven't progressed through the Hubologist quest very far, but the three extra points of Intel are showing fine. Looking through FO4Edit, I see that the effect is actually temporary, but the duration is cranked to such an absurd degree that it is effectively permanent unless it is going high enough to cause an overflow effect instead. In any case, a handy little mod to make those caps a little more worth it. Endorsed.
The original hubologist effect when finish , i can get it again once payed ? Pay again to get it again? Because 10 000 caps for that intelligence do combo with my inquisitor hat and stats piece of armor legendary and some food and chems to spawm copper statues to level up a lot levels until that the effect finish. Or it only can be got once and i cant get it again anymore?
What I'm looking for is a way to make this repeatable instead of permanent. Like Lorenzo's serum, essentially. Ideally a way to choose how much you pay every time for a different boost, which don't stack, and the higher boosts will gradually get weaker over time (maybe with a longer maximum length so the original length can still have the vanilla level) instead of disappearing all at once. Unfortunately I'm finding it difficult to search for any other mods that affect this feature, and my own skills are nowhere near good enough to do most of this. I could change the boosts themselves just like the author of this mod, but doing more I would screw up the dialogue and quest/scripts.
Intelligence isn't the only stat you could supplement. Radiation resistance seems like it makes sense. Endurance? Or maybe for the lower tiers you actually lower your intelligence and gain some other benefit. Then, when you get to the top tier, the intelligence increases start to work! Wow! It wasn't a scam after all!...
Well, it is an hour of real time in the base game, so it may fool into thinking it's permanent, especially because other game effects are usually very short-lived. This mod (starting v0.0.2) doesn't actually change "temporary" status of it. It just makes it to be a veeeeery long lasting ones (~27 years IRL. If you get your playthrough past that mark - please don't post the bug report, I might no longer be around)
Couldn't you make the lower tiers of the scam temporary buffs and the upper tiers permanent? That would be more balanced, ending up with only a +2 to INT rather than +8
But then again, like you said, balance isn't really the point.
I'm pretty sure the mod isn't working, with the base version I still have 12 int after 3 doses. No temporary or permanent buff, and the lack of the temporary one tells me that the mod IS there. Maybe the mod has issues if your Base int is 10 or higher? I have no idea.

I did not test what will happen if you are half-way through the quests of Hubologists or are done with them. But if you didn't - this should work.
