Yes the perk works with the stones. The damage was balanced with vanilla game in mind. It's easy to tweak using xEdit for example, the lines are under Explosion, named a88explosion for the dynamite and a88explosionBIG for the C4.
I got the radius numbers by just converting the game length units (900, 2000) to centimeters, no clue if they actually correlate to metric or imperial units but it seemed about right. That is the outer radius of the explosions, so everything outside of that you is totally uneffected, I don't think it's unreasonably big. I for sure would not want to be 10m away from 5 sticks of dynamite when it goes off :D. Vanilla mines and grenades have pathetic small radius of 500 so this is about double and 4x, but the mines are proximity activated unlike this...

How do 9m and 20m radii compare to vanilla explosives? Seems big but IDK.
