Folks, Minigun BUGLESS no spin up - no fire delay also works with Fallout 4 - Point Lookout [https://www.nexusmods.com/fallout4/mods/60330] too! But I had to add in a folder to get the no spin up animations to work in the Point Lookout mod.
To make this work: I manually downloaded Minigun BUGLESS no spin up - no fire delay and extracted the contents to a temporary folder. Then I opened the Meshes folder and created a new folder named "capitalwasteland" (all lowercase). Next, I moved the Actors folder (plus all sub-folders/files) underneath the capitalwasteland folder. Note: New folder path should now be [Temp folder] > Meshes > capitalwasteland > Actors > ...all the rest of the files.
Then, I repacked the Meshes folder into a new zip archive and gave the new archive a good descriptive name (EG: PointLookout_NoMinigunDelay.zip or similar). Finally, I used a mod organizer (Vortex in my case) to manually import the zip file I created as a new mod into my game.
To Test: Open Fallout 4, visit Point Lookout, grab yourself a Capital Wasteland minigun of your choice, and observe the zero spin up time!
I stumbled across this when looking for a way to "delay" CC content, and I'm so glad I did. I never use miniguns because of that ridiculous delay, so I'm really looking forward to mowing things down with one now. Thank you!
I did a little bit of porting this mod to 76 is it alright if I post it up there and credit you? Someone else already made one that looked janky so I went on an adventure to find a better alternative, this was it.
Idk wtf bethesda was thinking, and same for the guns in fc5, yeah they look and sound cool but has many a game dev ever even done more than poorly watch a youtube video lol, I'm sick and tired of inaccurate depictions of reloading guns when I've obv seen correct animations in some games lol.

The reason game devs often make it so miniguns have to spin up before firing is balance, Bethesda is almost certainly one such dev since they were stupid enough to make the minigun an early game weapon by just handing one to the player in one of the first paces they are supposed to visit after leaving the vault.
The spin up is a myth that originates in demonstrations with a freshly loaded gatling without primed barrels, if you just stick the belt into the feed and don't partly rotate the barrel assembly, you'll have empty chambers, which causes a delay in actually getting live fire and looks almost exactly like the video-game spin-up. Most demonstration videos of gatling guns show such freshly loaded weapons.
Fun fact, the spin-up completely defeats the purpose of why the minigun was invented for helicopter door gunners in the 1970s. They needed something they could hit targets hundreds of meters away with as the helicopter flew by really quickly.
Gatlings are a lot older than the 1970's... But the 'spin up' comes from footage of a completely dry gun not firing until the feed has filled empty barrels, which is common in almost every demonstration of gatling guns, same for spinning after firing, as they are out of ammunition.
