Extract to your Fallout4/data/textures folder.
It's just a re-texture so there shouldn't be any conflicts. Unless you install another PA frame texture mod, obviously.
Got some screenshots up, sorry for the wait. I like this frame because it's darker then the vanilla frame but not to dark, it doesn't turn pitch black under different lighting and I think it goes perfectly with any custom paintjob.
