Well, I just downloaded it to verify and it is right there! I wonder how you can miss it. First DL under "Main Files": NMCSU Settlement - Greentop Nursery - Blueprint-42034-1-0-1573406630.zip Inside, there is the BP file "bp_septpas_greentop_191021225348.json". Maybe a problem with your browser?
