Note: A couple of users report this does not work with the Far Harbor DLC and I will not be updating it as I do not have Far Harbor, nor am I playing FO4 anymore. On a side note, unless FO4edit wasn't updated for the DLC you should be able to modify perks for yourself as it's extremely easy to do so. Quantumbutterfly made an excellent guide here scroll down to his comment. It taught me how to mod with no experience at all, so you can do it too.
Also, according to one of his responses another user DimensionalDifficulties created a Far Harbor compatible mod here but it's no level restrictions, so you can check that out if you wish or create your own, we need more modders =).
Not sure if you reply or check this anymore, but I could probably update this to add far harbor and nuka world if you want. Creation Kit makes it really easy.I'm still a novice though, but I was going to do the same thing, just feeling lazy and I am guessing not many have changed so it'd only take a little while.
Yea I tried that one but I just felt wrong for using it because having the max level weapons at level 5 was too OP and not spec'ing into it just seemed like pointless procrastination. This lets me feel like its balanced yet I don't have to wait till lvl 50 to spec how I want when you completed most of the game by lvl 30. It'll be more for new play throughs more than anything but I'm interested in what you think none-the-less. Hope you like it.
I know some people move faster than others, but I take my time. I'm level 40 and haven't barely touched the main quest, lol. I only say this because you said "you completed most of the game by level 30".

Yea I'm an altaholic, I'm on my 4th character. First character was completely vanilla and the only one so far that I've finished the game on because I wanted to get some mods in! The other 2 characters I had added so many mods trying to tweak the game where it was more fun but not OP and I wanted / needed a fresh start for all the mods to kick in and the previous 2 I had consoled some stuff so I didn't want to cheat to beat the game. My current (4th) character won't be cheating and will finish the game as a different faction, then I'll make another that does the 3rd faction. Dunno if I'll dedicate one to the Minutemen or not yet.

Several of my perks on the tree are all-white and only the first perk level can be read.
I'm not positive it's your mod, but it's highly suspected. I know Far Harbor added perks and I just got that a week or so ago and noticed this bug.
EDIT: Disabled the mod and checked the perk chart. The white-out bug was gone. Sadly, looks like this mod is broken at the moment.
