Hah, I'm currently on a hiatus from FO4 to hang out with Parvati. I'd say Nora's a little rougher around the edges, but I can see where you're coming from :)
You know I've been looking through my modlist myself trying to figure that out, BUT it occured to me that I looted it off a raider in the Corvega Factory, so since I am using the Raider Overhaul with the Restored Content patch, my money is that it's from there. It sure looks neat.

Thanks for the information but that is sad i figured too what was there but i need a standalone version or something because 1.it crashes with conqueror a lot for me and breaks a lot the inmersion and the awkcr requierement do my game crash too and the texture of that two mods dont work in my game for some reason so i need what somebody do a standalone version or send me the archive :(
You should be able to loot the outfit and other stuff from the original mod for personal use, using the Creation Kit or even FO4Edit. Takes a little work and know-how, but perfectly doable. It IS a nice outfit.
Edit: it occurs to me that what you CAN do is download the mod, and in FO4Edit carefully delete pretty much everything (leveled lists, NPC:s and such) that would conflict with other mods, and then use console to get the outfit. Worst-case scenario, you can just uninstall the mod and go back to your backed up save if it all gets borked.

That SHOULD be all you need... There's a "restored content" addon for it that I use, but that's AWCKR/AE-dependent. Maybe some conflict or a mod order issue. You could open Raider Overhaul in FO4Edit, find the NPC and Leveled lists, and delete them. that would leave the mod pretty much free from edits to your raiders, and might resolve the problem. Just make sure you have everything backed up though.
If I remember correctly, it's from this pack https://www.nexusmods.com/fallout4/mods/19563 and is found under "accessories mfd" as the trophy necklace.
Make more tribal presets. Find voice actors and actresses and have somebody create a faction out of this! Maybe a questline with a rewarding perk and gear

Actually the whole "tribal" moniker came from how the "Tribal Vault Suit" (from Raider Overhaul) reminded me of the Arroyo-tribe in Fallout 2, which together with accessories from some of Crimsonrider's mods kinda evolved into a theme, and as the playthrough went on, I found myself outfitting all my settlers with similar stuff, adding facepaint, feathered earrings and stuff to all of them because really: who needs time for real life?
Fallout has a long history of tribes, from Arroyo to Boomers to Khans and so on. You could even describe the main factions of FO4 - Minutemen, BoS etc - as tribes if you're so inclined.
