Hi, just played this for the first time and my initial soldiers have spawned in naked.I see this is a crossed-through bug on the main page, was there a fix I should apply?

Looked in FO4EDIT and saw that the OUTFIT record 'jug_RailroadOutfit_Rank1' had no entries. I added an INAM record referencing leveled item 'jug_LLRailRoad_UnderArmor' and they now spawn with clothes.

I want to disagree with your statement that the people of the railroad should have normal people needs. For two reasons, one: because they have defensive and stealth needs normal people don’t and two: because it’s less interesting. This is one area where you can help make the faction unique and have some story elements in world. Like for instance having stealth boys as a major need emphasize their need for stealth. That’s all from me, congrats on your first mod.
just to be clear : Do I have to follow Jammer's initial quests ? Or can I kill him and rush to a certain religious edifice ? Thank you

Sounds good. I've always worked with the Minutemen and Railroad, I agreed with Deacon's comment "I wish Dez would green light the occasional mission to help out humans. Sometimes just a little bit of help goes a long way"
