Makes the Double-Barrel and Combat Shotgun do the same base damage they do in Fallout 76, which in my opinion is balanced better.

Something that always bothered me about Fallout 4 was how the Combat Shotgun is better than the Double-Barrel in every way, especially damage. There's a point where the Double-Barrel is actually useless, and this is because it always does significantly less damage than the Combat Shotgun.

I never liked this because the balance is clear: The Combat Shotgun should be the one with the higher mag size & fire rate at the cost of less damage, while the Double-Barrel should have superior damage at the cost of a very low mag size and fire rate. The Combat Shotgun should be better for mobs, while the Double-Barrel is better for doing big damage to one target. Instead, the Combat Shotgun is superior in all aspects.

Fallout 76 fixes this simply by making the Double-Barrel do 80 base damage, while the Combat Shotgun does 60 base damage. With the addition of perks and weapon mods, the Double-Barrel's raw damage should never be outclassed by the Combat Shotgun.

If you're wondering why I didn't change any of the weapon mods, it's because Fallout 76 balances weapon mods differently, and there's a distinct lack of a definitive "best" mod for each slot (I.E. the "hardened" receiver does the most damage but the lowest fire rate, but the "hair trigger" has the highest fire rate but lowest damage, there's no weapon mod that has the best damage & fire rate). Basically, Fallout 76's weapon mods are more of an overhaul and wouldn't translate well to Fallout 4 without a ton more work, and I'm trying to keep it simple.
