Replaces some of the animated fans with static versions.
It always bugged me how some of the desk fans are still spinning after all this time, even those lying outside on some garbage pile.
I finally decided to put a stop to it.

Static replacement meshes for the following animated fans:
Ceiling Fan (movable static)
00245d64: CeilingFan01Animated: SetDressing\Building\CeilingFan01.nif
Damaged Ceiling Fan (movable static)
00245d62: CeilingFan02Animated: SetDressing\Building\CeilingFan02.nif
Desk Fan (clutter item)
0001f905: DeskFanOffice01: SetDressing\Building\DeskFanOffice01.nif
Restored Desk Fan (clutter item)
000f15bf: PrewarDeskFanOffice01: SetDressing\Building\PrewarDeskFanOffice01.nif
There are more fans that could be replaced, but for various reasons i decided not to (for example, it wouldn't make sense to stop the ceiling fan with integrated light - if there is electricity for the light, there should be also electricity for the fan, and removing the light would affect some interiors lighting).
