Yes, those birds are pesky. They do however serve a useful purpose when testing out new scopes. Especially when you hit a new accuracy perk. Some of them can be hit in Sanctuary from up at the 111 vault door. That is the extent of their usefulness though. Hmm! Can you make them scrapable, that would give them some value.
This game's bullet magnetism is crazy strong. Try the same thing with a 10mm pistol, hip-shot only, and be about 2000 game units away. Just make sure the bird is within the center of the 4 reticle marks, almost a guaranteed hit. (perks can make it hit almost always)

i most certainly messed up nav meshes with a couple mods here and there. Tried fixing in Fo4edit but couldnt figure it as I just beginning to use the tool and figure it all out, (seems most info on fo4edit is way outdated).
"overtaxed" really seems to be something people talk about in the forums here a lot. Its generally an inaccurate guess and it makes people think they need to spend money to get a fairly unstable game to work on stable equipment.
I remember when I first started modding fallout I was told to reinstall windows HAHA.... even if it works and solves the problem, I think its generally bad advice to encourage the general modding community to go through hours of work to get an unstable vanilla bethesda game, or imply they need better equipment to fix something as minor ( like birds not using a navmesh).
How many have us have been encouraged to do an unnecessary upgrade potentially spending hundreds of dollars because of fairly thoughtless comments like this I wonder?
I know, it's a comment from 2020, but I have to add something to it. No matter what I do with the game, no matter what mod I use, I have no lag, no CTD, everything works, it's a vanilla or modded game, the birds still behave like a glitch in the Matrix. I would probably be the happiest person if someone fixed those crappy Institute products.
Still no lag on the birds for me the last time I played. There must be something up with the script for that activator or something. Something that hangs or fails causing it to work sometimes and not others. That is what I was referring to with "overtaxed." I was referring to the script engine specifically being overloaded. I don't play Fallout 4 anymore but hopefully someone knowledgeable will eventually look into those little monsters.
I've used only the bug fixes recommended by The Midnight Ride Fallout 4 guide, and I still get frozen birds. Just a heads up for anyone in the future who may be reading this and has the same issue.
I'm not sure honestly, it probably could be. I just don't have the creation kit installed, so I won't be doing it at the moment. You can look up how to flag esp's as esl's in Fo4edit, it might be helpful, although I've never done it.
