Were you at all confused by the fact that the settlers are static and fall under the slabs all the time? The building is so extensive that you need to download an additional modification to expand the construction area. Okay, that's not a problem. You can put up with it. Obviously, the settlers' AI is not so advanced to navigate this and similar locations, but that's Bethesda's problem. It's okay here too. I demolished this building because of the AI settlers and it's a shame. I really long to live in a place like this, but this dream will probably never come true...
I was actually searching for something else and found this. I look really awomse! Usually I don't like using settlement blueprint things, but I think I will try to use this one, because it just looks so awsome!
I'm having problems with the import, the city walls and building walls aren't importing and are only just the support structures. I really want to use this in my game but it's not working. I have all the mods necessary. Please help if you can :(
Ay lad thats a great mod you've made, but i would like to suggest,SUGGEST, you that would realy make my world, my NewRome a greater place if you create an roman amphitheatre with gladiators fights and venationes.Please consider this old converted germanic barbarian suggestion.
An amphitheater would be a nice addition or replacement. Probably the best place to build the amphitheater is convert the stockade/slave area into one or replace the Vault 111 Temple with the amphitheater.Technically speaking, vault 111 would be a better place for the New Palatine Hill Palace to show the Common Wealth your New Roman Might. Anyway, just tossing out ideas.Regardless, this is really really good as is!

Take your time lad! even if you could make the Trier amphitheater would be too much great a small and harmonicus place to let your slaves fight against other. But if you want a bigger place to do that you could make the Arles amphitheatre, maybe would be problematic to do but,eh, its up to you lad.
I know this post is a year old, but in case anyone else comes here with the same question, read this:
Manually download the settlement blueprint. Do NOT use a mod manager unless the mod comes with other files. Go to your game folder - Data\F4SE\Plugins\Transfer Settlements\Blueprints. If you don't have this folder or any of the previous folders in the string, make them. You can store up to 50 blueprints within the Blueprints folder.
Open the zip or archive for the blueprint you downloaded. Some mod authors will already have the file structure inside, some will only have the blueprint file itself. You do not have to use the folder number the file comes in. You can make your own numbered folders. For example, you download a blueprint that comes in folder 5 but you want it to be folder 10. Do it! Just drag the blueprint .json file from the archive into your new, empty folder 10 and you're done.
You should also rename the files (which I recommend) so you can remember what they are. Some files have long names that may not make sense. Change it to something easy to recognize in your pip boy, such as: Sanctuary by [mod author] and then when you use Transfer Settlements in game, it will show as that title.
NOTE: After successfully importing your blueprint (and provided that you read the instructions and prepare to go far away for a few in game days) you may notice that when you attempt to fast travel or save your game it may appear that the game is frozen. Just wait. Sometimes saves or fast travel sit suspended for several minutes after import. It does eventually finish the save or travel.
