There must be about a billion billion spent bullets in walls and corpses scattered throughout the commonwealth Maybe you can make children scavenge for them and pay for lead directly :-p
Hmm yea that's always an option for extra lead :P Personally i keep finding that raiders and gunners carry Lead-lined armor pieces incredibly often so i just collect and scrap those ^^ tho they are a bit heavy as expected.
